Description Responsibilities and Key Tasks:
The GFMIS Specialist will provide analytical, design and implementation support for the continued implementation of the Government of Egypts government financial management information system (GFMIS). The specialist will be responsible for the below tasks:
- Conduct systems analyses and assessments to guide planning for rollout of additional GFMIS modules and capabilities.
- Prepare business process diagrams depicting roles of different stakeholders, users and GFMIS modules.
- Interview counterparts and users at the Ministry of Finance on business processes and system requirements.
- Prepare GFMIS system requirements that clearly articulate the goals and objectives new modules and capabilities, describe high-level functionality accurately, and provide sufficient detail for configuration and implementation of GFMIS modules.
- Guide development of processes and procedures for the use of the GFMIS, as part of the continuous improvement system to be implemented by the project.
- Analyze requirements and propose solutions to technical, procedural and organizational issues that are to be addressed by the GFMIS.
- Work hand-in-hand with counterparts and potential vendors on GFMIS configuration, testing and rollout.
- Support testing of GFMIS modules configures and implemented on the project and coordinate testing activities with counterparts.
- Develop rollout plans for GFMIS modules and capabilities, including ongoing support requirements for system sustainability.
- Prepare user manuals and training materials as needed.
- Coordinate, manage and oversee GFMIS training conducted by the project or vendors as needed.
Qualifications - Minimum requirement is a B.A. in an accounting, math, science, engineering or computer science related field. Degrees specializing in computer science or information systems are preferred. - At least 4 years of experience performing systems analysis and supporting implementation for large complex financial management systems is required. - Excellent analytical, presentation and consulting skills required. - Knowledge of and previous work with government preferred. - Experience working at large banks or financial institutions is a plus. - Experience in providing international technical assistance with USAID or other donor organizations is preferred. - Good communication and writing skills, fluency in English required.
