Description Responsibilities and Key Tasks:
The Systems Analyst will provide analytical, design and implementation support on financial, decision support, and database applications. Systems to be developed on the project include an integrated revenue forecasting tool, a database/data warehouse economic analyses, and tax administration systems and tools. The analyst will be responsible for the below tasks:
- Conduct systems analyses and assessments to guide planning for system development and implementation.
- Prepare business process diagrams depicting roles of different stakeholders, users and systems.
- Interview counterparts and users at the Ministry of Finance, Ministry of Planning and the Egyptian Tax Authority on system requirements and interface design.
- Prepare system requirements that clearly articulate the goals and objectives of IT systems, describe high-level functionality accurately, and provide sufficient detail for design and development of systems.
- Analyze requirements and propose solutions to technical, procedural and organizational issues that are to be supported by IT systems.
- Work hand-in-hand with developers and/or vendors on the design and development of IT systems.
- Support testing of IT systems developed and implemented on the project and coordinate testing activities with counterparts.
- Develop system rollout plans addressing ongoing support requirements for system sustainability.
- Prepare user manuals and training materials as needed.
- Coordinate, manage and oversee systems training conducted by vendors as needed.
Location and Reporting:
The IT Analyst will be based in Cairo, Egypt and will report to the Crosscutting IT Manager.
Qualifications - Minimum requirement is a B.A. in a math, science, engineering or computer science related field. Degrees specializing in computer science or information systems are preferred. - At least 4 years of experience performing systems analysis for large complex systems, in particular finance and accounting systems. - Excellent analytical, presentation and consulting skills required. - Knowledge of and previous work with government preferred. - Experience in providing international technical assistance with USAID or other donor organizations is preferred. - Good communication and writing skills, fluency in English required.

Compensations Compensation in accordance with USAID Egypts local compensation plan.
