Description Purpose: The Procurement Specialist is responsible for ensuring that all procurements of goods and services are achieved according to project deadlines, in a compliant and cost effective manner. The Procurement Specialist will assist the Procurement Manager in ensuring integrity, fairness, and openness in procurement processes as well as adherence to policies, procedures, and controls. The Procurement Specialist will also assist the Manager in gathering and filing complete procurement related backup documentation, developing and releasing solicitations, procuring goods and services for the project, as well as perform any other related duties as assigned.

 Responsibilities and Key Tasks:

 Procurement Process and Management Systems
 - Assist with solicitation of bids and quotes from vendors in adherence with policies & approved requisitions and quarterly procurement plans
 - Determine source selection methods for simple procurements to ensure compliance
 - Through market research efforts, assist Procurement Manager to identify and qualify potential suppliers (and products/services). Ensure that beneficial, ethical and open supplier relationships are created and maintained per procurement policies
 - Procure a wide-range of goods, commodities, and services per project needs
 - Handle database entry for procurement file system in DAIs procurement system (TAMIS)
 - Carry out other duties and responsibilities as directed.
 Policies & Procedures
 - Maintain integrity, compliance, fairness, accuracy, and openness in procurement processes
 - Follow DAI/USAID and FAR policies, and procedures

Qualifications - Bachelors degree in Business Administration or related field - 2 years of relevant experience in procurement - Familiarity with the procurement & acquisition aspects of USAID funded projects - Accuracy in working with large amounts of data - Ability to respond effectively to time sensitive demands & inquiries - Demonstrated problem solving skills as well as exceptional customer relations (both internally & externally) - Excellent organizational skills with a willingness to take initiative and be proactive in the procurement process - Ability to manage and prioritize multiple concurrent bids - Excellent communication skills - Well organized individual with analytical ability

Compensations Compensation in accordance with USAID local compensation plan scale.
