To assess the current application of article 12 of SMEs law 141/2004 that set – aside 10% of public procurement for SMEs, identify the main constraints to apply this law and recommend actions to put it into effect.
Qualifications • A Minimum of master degree in management, administration, economics, social science, business or any other related fields. Having certificate of participation in public procurement training within and outside the country would be an asset; • Must have at least 10 years of experience which include the capacity of at least procurement specialist or equivalent with government and reputable NGO or international donor funded projects; • Thorough understanding of Egyptian Procurement Law and frameworks implementing purchase contracts and supply agreements; • Strong knowledge of current legislation within specific category areas and its impact on market management, finance and contractual arrangements; • Prior experience working with women and youth on entrepreneurship issues; • Prior focused in-depth experience working with SME Units, including but not limited to banks and non-bank financial institutions;

Other Skills • Good problem-solving and analytical skills; • Excellent attention to detail demonstrated through strong analytical skills.; • Must be proficient in writing, reading and speaking in English. And Arabic; and • Regional experience is a plus.
