Senior Officer, Finance and Administration, University Center for Career Development (UCCD), Grant Position For The American University in Cairo

Purpose: Under the supervision of the finance and administration manager, the job holder will timely and efficiently manage all the financial, travel and supply chain functions for UCCDs in line with the allocated budget, timeline and AUC/donor guidelines. S/he will manage the purchasing process of all necessary items for the UCCD project including the 12 new UCCDs in 11 public universities. Contribute to the development of project policies and procedures, and ensure their effective communication to the project team and relevant stakeholders. In addition, s/he will contribute to the development of donor quarterly and annual reports, and ensure accurate documentation of all project material.

Principal Accountabilities:

Accounting and Financial Functions:

Manage, review and process per diem expenses, travel expense reports and issue settlements for eight project managers

Record and track incoming and outgoing travel advances, purchases, and travel settlements

Take an active part in receiving and reviewing incoming invoices from training partners and suppliers and prepares them for processing after matching them with actual requests

Liaise with project managers and public university staff to communicate the project's policies and procedures and ensure that they follow AUC and donor regulations in their financial expenditure, providing the required documentation as needed

In collaboration with the virtual fairs (vfairs) team - prepare, issue and follow-up on payment requests for vfair sponsorship collection. Coordinate with grant accounting to ensure that all collected amounts are credited to the UCCD WBS

Support in reporting of financial accruals and contribute to the development, review, and reconciliation of quarterly and annual financial project reports

Work closely with manager, finance and administration to ensure all financial transactions are remitted in a timely manner

Supply Chain and Travel Functions:

Manage the purchasing full cycle from request to delivery - for 12 new centers within 11 universities. Assess the centers’ needs in coordination with the relevant project manager, order furniture, necessary equipment, stationary and more

Negotiate purchasing offers and ensure their alignment with AUC and USAID procurement policies and guidelines

Handle all travel requests and logistics for project managers and UCCD field staff across the 22 universities and the 30 centers. This includes car and hotel reservation as well as per diem ensuring alignment with AUC's and donor's guidelines

Draft necessary contracts with training providers or service suppliers and ensure their clearance from AUC legal department and signature of AUC Chief Financial Officer (CFO).

Oversee inventory control of 30 UCCD assets at the phase out of the project

Contribute to the organization of all project-related-events including inauguration events, USAID visits, and other project functions in coordination with the administrative assistant as needed

Contribute to the accurate and timely entry of all UCCD training data in USAID teams as needed

Carry additional responsibilities as assigned by the manager, finance and administration

Requirements:

Minimum Education Requirement:

Bachelor degree in accounting or a relevant field

Experience:


Minimum four to five years of experience in a financial management, procurement and travel coordination functions preferably in a USAID funded project

Skills:

Excellent command of spoken and written English and Arabic

Good attention to details with excellent follow-up skills

Time management and multi-tasking

Good communications and interpersonal skills

Ability to establish/maintain effective working relationships with project constituents

Ability to work under pressure and meet deadlines

Results-oriented and able to work effectively within a team

Good analytical and problem solving skills

Good computer skills (Microsoft Word, Excel and PowerPoint)

Good working knowledge of SAP
