Description Support the development and updating of the operational manuals and guidelines for the youth employability component Coordinate the screening, proposal assessment and selection of NGOs according to specific criteria Review and revise the NGOs proposed monitoring and evaluation frameworks in accordance with the SFDs resultsbased-management system and the projects core indicators. Support the finalization of the NGOs projects proposals to present them to the different internal evaluation committees. Take the necessary actions for the contracting of the selected NGOs Oversee the implementation of the NGO projects, monitor and review the projects regular technical and financial reports, and take the necessary actions to transfer the financial disbursement. Update the activities and financial disbursements of the NGOs subprojects in the SFDs Management Information System, and file all the relevant documents Contribute to the updating of reporting formats to collect information on NGOs implementation progress and performance Prepare all the technical and financial reports for SFD management and donors Provide technical guidance to other SFD colleagues on workforce-development and youth entrepreneurship approaches Prepare short policy and results briefs to ensure lessons learned from the projects Assist in preparing and designing the operational plans including the objectives and strategies taken and the needed resources to implement these plans Monitor the internal audit guidelines and ensure respecting them Provide technical support such as training and guidance to improve the executing agencies performance Any other duties related to the job
Qualifications A university graduate degree in a field related to the assignment (e.g. Economics, Business Administration, Social Sciences) Minimum of ten (10) years of professional experience in the development area, with a minimum of five (5) years of experience designing and/or implementing demand-driven workforce development and/or youth entrepreneurship initiatives Familiarity with a range of Active Labor Market Programs, such as technical and life skills training, employment services, wage subsidies, microfinance and microenterprise development Experience working with youth and vulnerable populations strongly preferred Solid understanding of the Egyptian labor market and business environment Experience working in the area of capacity building, monitoring and result based management Experience managing and reporting on a complex portfolio of projects and/or activities
