Programme Manager, Emerging Powers Research and Innovation Fund
The British Embassy, in partnership with the British Council, is seeking a Programme Manager to manage the UK Government’s new Emerging Powers Research and Innovation Fund. This person will lead the scoping, planning and initial implementation and monitoring of the new fund in Egypt.
In December 2013, the UK Government announced the establishment of a new £375 million five-year Emerging Powers Research and Innovation Fund, to promote scientific capacity building in emerging economies on a match-funding basis. The Fund forms part of the UK’s Official Development Assistance (ODA) commitment and its primary purpose is to use science and innovation to promote the economic development and welfare of partner countries. Egypt has been included within the list of countries to benefit from the Fund, within an indicative UK contribution of £2 million per year. The Department for Business, Innovation and Skills (BIS) which manages the fund for the UK Government, has asked the British Embassy and British Council to jointly lead the fund in Egypt, working closely with BIS and other relevant UK science stakeholders.
The post holder will be based half the time in the British Embassy and half in the British Council to bring together and benefit from the networks and expertise in both.
Accountabilities, responsibilities and main duties:
To lead the scoping, planning and initial implementation and monitoring of the UK Government’s Emerging Powers Research and Innovation Fund in Egypt.
This will include:
Programme Scoping / Planning
Identify and consult with science and innovation stakeholders in Egypt to confirm national priorities that the programme can support, in line with ODA criteria.
Map existing UK science and innovation engagements with Egypt, and explore the interest amongst UK stakeholders for the Fund (working with BIS to ensure clear communication).
Lead discussions in-country, and contribute to discussions in the UK, to develop strategic objectives for, and a menu of possible activities to be supported under, the Fund.
Negotiate national commitments to the match-funding obligations set by the UK Government.
Work with BIS to develop a country plan / programme for the Fund for Egypt, for consideration by the UK’s High Level Governance Board (HLGB).
Organise relevant workshops / meetings in pursuit of the above.
Programme Implementation
Work with BIS and national partners to publicise the opportunities available under the Fund.
Support UK and national stakeholders to develop proposals for specific activities to be considered for support under the Fund.
Support BIS to provide all necessary information and analysis for the work of the HLGB and of other UK stakeholders.
Explore / maximise opportunities for the leveraging of national co-funding for the programme, e.g. with businesses.
Participate in relevant fora / events in Egypt, e.g. donors’ meetings, sectoral conferences, to promote awareness of the Fund and to ensure its coherence with other initiatives.
Agree necessary MOUs / contracts with stakeholders / beneficiaries in Egypt.
Support BIS / the Research Councils UK (RCUK) if necessary on the disbursement of UK funds.
Act as the first point of contact for national stakeholders in Egypt in relation to the Fund.
Programme Monitoring
Monitor the progress of the country programme for Egypt, including the progress of individual activities, and raise any issues of concern with BIS.
Monitor and gather assurance for the fulfilment of match-funding obligations, in line with commitments agreed for each activity, and for the programme in Egypt overall.
Contribute to programme reports and reviews as required by BIS.
Contribute to the effective marketing and communications of the Fund’s achievements, in collaboration with BIS.
Organise relevant review meetings with national stakeholders in Egypt.

Ideal Candidate will have:
Two year’s experience of working in a relevant field or a university level science qualification
Excellent written English and verbal communication skills, Arabic is desirable
Strong communication, networking and organisational skills
Good customer focus and team working skills.
Salary and Benefits:
The job is Band D and the Monthly Gross Salary is LE17,200 subject to tax as per the usual regulations based on a 36-hour working week
