Description o Develop the overall framework for the M&E system and ensure that the M&E guidelines for projects components including key indicators are followed. o Design and oversee the implementation of data collection tools to be used for routine monitoring; o Set up a database to integrate data relevant to projects reporting needs, identifying gaps, and developing plans to capture missing information o Review the performance indicators and reports produced and change as necessary; o Set up operational arrangements for collecting, analyzing, and reporting project data. o Develop and implement a template to capture projects success stories o Develop regular M&E progress reports o Contribute to the design and implementation of quantitative and qualitative studies to assess project interventions, as well as to document best practices and lessons learned; o Guide staff and implementing partners in preparing progress reports and analyze these reports in terms of problems and actions needed; o Coordinate and assist in all institutional strengthening and capacity building activities in monitoring and evaluation for project staff; o Undertake field visits periodically, to ensure compliance with operational procedures and assess progress. o Working closely with Project Managers and technical staff to prepare reports and documentation; o Assist in improving communication and information sharing between different partners; o Prepare TORs for special studies
Qualifications • Bachelor or Master Degree in Social Sciences, Statistics, public policy, or related field. • Minimum 7 years experience of relevant professional experience in project management, and or project monitoring and evaluation • Experience with the development of data collection methods and tools (forms, formats, questionnaires) as well as systems for the entry, analysis and storage of data (e.g. Ms Access, SPSS); • Demonstrated ability to transfer knowledge through training, capacity building and mentoring; • Excellent writing and communication skills in both Arabic and English
