The Chief Engineer is responsible for maintenance, operation, and repair of all facilities, equipments. ESSENTIAL DUTIES 1. Maintains the farms in a state of readiness at all times. 2. Oversees all operations and ensures safety and environmental compliance Determines work procedures, prepares work schedules and expedites workflow. 3. Issues written and oral instructions. 4. Assigns duties and examines work for exactness, neatness and conformance to policies and procedures. 5. Studies and standardizes procedures to improve efficiency of subordinates. Maintains harmony among workers and resolves grievances. 6. Prepares composite reports from individual reports of subordinates. 7. Prepares and documents financial budget of the engineering department. 8. Oversees engineering project development plans for compliance with codes, regulations and standards, adequacy of applications for permits and compliance with approved plans. 9. Coordinates the preparation of or develops engineering plans and specifications, coordinates required advertising for bids, reviews construction bids and makes necessary recommendations based on lowest and best bids, competency of vendors and consultants and the selection criteria. 10. Prepares and administers the department budget in assigned area of responsibility. 11. Reviews utility permits, street use permits, franchise utility permits, etc. Maintains regular contact with consulting engineers, construction project engineers, city, county, state and federal agencies, professional and technical groups and the general public regarding division activities and services.. 12. Exercises general supervision over clerical, administrative and professional staff assigned to the department.
Qualifications Graduation from an accredited four-year college or university with a degree in civil engineering or a closely related field and a minimum of four years previous professional civil engineering experience, including at least two years in utilities; or any equivalent combination of education and experience. 2. Thorough knowledge of civil engineering principles, practices and methods, as applicable to a municipal setting; thorough knowledge of applicable city policies, laws and regulations affecting division activities..
